SB 331 authored by Senator Bruce Thompson, allows a woman to prevent her rapist from legitimating her child if the child was conceived during the assault. Often times, rapists will file for parental rights of the child conceived as a result of rape and use the case to force a woman to drop her rape charges against him. The Religious Freedom Restoration Act (SB 129) is modeled after the 1993 federal RFRA law that was supported by then-Senator Ted Kennedy and signed into law by President Bill Clinton.
